Board of Education Meeting Minutes (9/27/11, 10/11/11, 10/25/11)

(9/27/11)

The Heard County Board of Education met in a regular meeting on September 27, 2011 at 7:00 p.m. at Heard Middle School in Franklin. Present were Chairman Morris Long, Vice Chairman Roger Harrod, Tony Burson, Mike Crockett, Tim Holtzclaw and Superintendent Jerry Prince.

I. Mr. Long called the meeting to order and Mr. Harrod gave the invocation.

II. Mr. Harrod moved to adopt the agenda. The Second was by Mr. Burson. Unanimous. See attachment book for agenda.

III. Topics for Discussion
A. Mr. Crockett moved to approve the Heard Middle School Character Education Program. The Second was by Mr. Holtzclaw. Unanimous.
B. Mr. Prince provided a School Improvement update.
C. Mr. Prince provided a construction update. See attachment book for report.
D. Mr. Prince reviewed the FY11 End of Year Financial Report. See attachment book for report.

IV. There were no items for approval.

V. There was no personnel report.

VI. There was no executive session.

VII. The meeting was adjourned on a motion by Mr. Burson and Second by Mr. Holtzclaw. Unanimous.

The Heard County Board of Education met in a regular meeting on October 11, 2011 at 7:00 p.m. at the Central Office in Franklin. Present were Chairman Morris Long, Vice Chairman Roger Harrod, Tony Burson, Mike Crockett, Tim Holtzclaw and Superintendent Jerry Prince.

I. Mr. Long called the meeting to order and Mr. Burson gave the invocation.

II. Mr. Holtzclaw moved to adopt the agenda. The Second was by Mr. Burson. Unanimous. See attachment book for agenda.

III. Mr. Crockett moved to approve the minutes of the September 13, 22, and 27, 2011 Meetings. The Second was by Mr. Harrod. Unanimous.

IV. Special Recognition
A. Mr. Prince recognized the Heard Middle School Media Program for being chosen by State School Superintendent John Barge as a 2011 Exceptional Library Media Program for the state          of Georgia.

V. There was no public participation.

VI. Policy Matters. See attachment book for policies.
A. Upon Mr. Prince’s recommendation, Mr. Burson moved to approve policies JBC-School Admission (amended), JBCD-Transfers and Withdrawals (amended) and IFBGE-Internet Safety     (amended). The Second was by Mr. Crockett. Unanimous.

VII. There were no staff reports.

VIII. Superintendents Reports
A. Mr. Prince reviewed current financial statements, activity in Debt Service account, SPLOST fund expenditures, and grant funds. Mr. Prince reviewed fund balances in system accounts      and SPLOST revenue. Upon Mr. Prince’s recommendation, Mr. Crockett moved to approve the financial report as presented. The Second was by Mr. Holtzclaw. Unanimous. See           attachment book for report.
B. Mr. Prince presented a construction report.

IX. There were no items for approval.

X. There was no personnel report.

XI. Mr. Prince reviewed reminders including:
A. GSBA Annual School Law Training on December 1st from 8:30 a.m. to 4:30 p.m. at the Renaissance Waverly Hotel.

XII. The meeting was adjourned on a motion by Mr. Crockett and Second by Mr. Burson. Unanimous.

The Heard County Board of Education met in a regular meeting on October 25, 2011 at 7:00 p.m. at Heard High School in Franklin. Present were Chairman Morris Long, Vice Chairman Roger Harrod, Tony Burson, Mike Crockett, Tim Holtzclaw and Superintendent Jerry Prince.

I. Mr. Long called the meeting to order and Mr. Harrod gave the invocation.

II. Mr. Holtzclaw moved to adopt the agenda. The Second was by Mr. Harrod. Unanimous. See attachment book for agenda.

III. Topics for Discussion
A. Mr. Prince provided a School Improvement update and discussed his goals for administrators to visit classrooms more.
B. Mr. Prince reviewed plans for administrator evaluations and the locally developed component of those evaluations.
C. Mr. Prince reviewed October 2011 FTE numbers.
D. Dr. Cole reviewed plans for zero-based budgeting procedures for FY13 and preliminary enrollment projections for 2012-2013.
E. Mr. Prince provided a construction update.
F. Mr. Prince reviewed the local act providing for the election of BOE members.
G. Mr. Harrod moved to accept Mr. Burson’s resignation, due to his relocation for his work, from the Board of Education effective October 26, 2011. The Second was by Mr. Crockett. The motion passed 4-0 with Mr. Burson abstaining. Board members and Mr. Prince expressed their appreciation to Mr. Burson for his dedicated service to the children of Heard County.

IV. Items for Approval
A. Mr. Harrod moved to declare an old backboard surplus and to donate it to the Heard County Recreation Department. The Second was by Mr. Holtzclaw. Unanimous.

V. There was no personnel report.

VI. Mr. Long distributed copies of the Superintendent Evaluation instrument and asked Board members to complete and return to him at the next meeting.

VII. The meeting was adjourned on a motion by Mr. Burson and Second by Mr. Crockett. Unanimous.
