BOC NEWS: Heard County awarded $750,000 CDBC Grant

(Franklin, GA) — The Heard County Board of Commissioners met on September 22 in the Heard County Administration Building for their regular monthly meeting in Franklin. All commissioners were present.

Commission Chairman Lee Boone called the meeting to order, welcomed everyone, gave the invocation and lead the pledge of allegiance to the flag.

The meeting started with three public hearings.

The first Public Hearing was an application to rezone from ‘Rural Development’ to ‘Agricultural’ by applicant, Thomas Chesnut, 35 acres located at 281 Eley Road in Franklin.

There were no public comments and the hearing was closed.

Under New Business the board adopted the application.

The second Public Hearing was for the a Special Use application for a dog kennel, by applicant, LaDonna Watson of Windy Hill Road in Franklin. There were no public comments and the hearing was closed.

Under New Business the board approved the Special Use application.

The third Public Hearing was for Special Use application for a Telecommunication Tower. The applicant was Tillman Infrastructure LLC, and has requested to construct a 310 foot guyed tower on property owned by Sandra Williams located on Glenn Road.

The following special conditions were put on the application:

1. They must provide a spot for Heard County Emergency Services.

2. Provide a signed agreement from ATT before construction begins.

3. Include Leyland Cypress trees in the landscape to help hide the tower’s appearance to the neighboring homes in the area and install baffles or reflectors on the tower in case the light on the tower proves to be a distraction or an aggravation to any residents in the area.

Doug Barker, a representative for Tillman Infrastructure, LLC in Woodstock, GA spoke at the hearing and agreed to all conditions.

Under public comments, Ladson Golden who lives at the intersection of Glenn Road and Butler Road across from where the tower will be built spoke to the board and requested the number 3 special condition listed above be included. The hearing was closed.

Under new business, the board adopted the Special Use application with all the submitted conditions.

The minutes were approved as written from the August 25 meeting.

Under New Business commissioners approved the purchase of a 2016 John Deer Tractor with a trade in from Agrimerica Farm & Construction for the Heard County Arena. The trade in tractor was 12 years old and the cost of the 2016 Tractor is $23,900 and will be paid for with SPLOST funds.

Under Old Business Commissioners discussed closing Windy Hill Road between Mountain Laurel Road and Fabiano Road to the public.

Mr. Barry Huff requested the road be closed at last month’s meeting and offered to quit claim some of his land to the county to straighten out Fabiano Road if the road could be closed.

The commissioners approved the closing with the condition of the land being quit claimed to the county.

Under Public Comments Commissioner Hooks made an announcement that Heard County had been awarded a Community Development Block Grant in the amount of $750,000. The funds are to be used for water improvements.

Commissioner Hooks stated, “There are around 50 homes in Heard County that get their water from one well and with the grant they will be able to get water piped in from the county.”

Additional information will be available in October when the county is expected to receive the funds.
