Chapman facing more fraud charges

Suspended Franklin Mayor Teresa Chapman has been indicted by a grand jury in Heard County Superior Court on more counts in regards to The American Family Life Assurance Company (AFLAC).

The counts were handed down by a 22-person grand jury on Monday.

Included in the indictment are one count of Theft by Deception (O.C.G.A. 16-8-3), 28 counts of Identity Fraud (O.C.G.A. 16-9-121), and 29 counts of Insurance Fraud (O.C.G.A. 33-1-9).

The theft by deception charge alleges that Chapman unlawfully  obtained by deceitful means United States currency in excess of $500.00 from AFLAC.

The 28 counts of identity fraud allege that Chapman, without authorization and consent, willfully and fraudulently used the name of several people along with their identifying information on insurance applications  to AFLAC so that she could receive advanced commissions that were deposited into her bank account.

The 29 counts of Insurance Fraud alleges that Chapman knowingly and willfully made a false representation of a material fact by indicating that she had the permission of several insurance policy holders in making an application for a policy of insurance from AFLAC for the purpose of receiving compensation for the insurance policies from AFLAC (the insurer).

Chapman was already facing one count of Theft by Deception and nine counts of Identity Fraud from an indictment earlier this year. Georgia Governor Nathan Deal suspended Chapman from her duties as Mayor on May 9, 2012.

According to the order which was signed on by the Governor, Chapman will remain suspended until the disposition of her court case or until the end of her term of office depending on which happens first.

If Chapman is found innocent she will be immediately reinstated as  Mayor, but if found guilty at any time of  the felony charges of identity Fraud and Theft by Deception she would be removed from office permanently.

Chapman’s term of office will officially expire at the end of next year. She is still being paid her Mayoral salary during the suspension.

The election of a new Mayor of Franklin is currently scheduled for November of 2013.

Johnny Adams is serving as the Mayor Pro-Tem and handling all City of Franklin Mayoral duties.
