MAYOR AND COUNCIL MEETING
May 1, 2014
The Mayor and Council of the City of Franklin, Georgia, met in regular session Thursday, April 3, 2014 at the community center on Franklin Parkway at 6:00 p.m.
Mayor Rogers welcomed everyone in attendance. Councilman Almond gave the invocation and led in the pledge to the flag.
MINUTES OF April 3, 2014
Councilman Jiles made a motion, seconded by Councilman Hayes, to approve the minutes as presented. The vote to approve the motion was unanimous.
ORDER OF THE AGENDA
Councilman Hayes asked to amend the agenda under new business to include repairs at the Cuttin Crew building. Councilman Almond made a motion, seconded by Councilwoman Nelms, to approve the order of the agenda as amended. The vote to approve the motion was unanimous.
Finance – City Clerk Myra Braswell submitted a written report. She also spoke briefly on the following:
- LOST revenues are up for the month of may but are still down approximately $41,000.00 from the same time period last year.
- Expenditures exceed revenues by approximately $17,000.00. This is due to sales tax.
- Early voting started Monday.
Police Department – Chief Hannah was not present and submitted a written report.
Street Department – Alan Holcomb was not present. Mayor Rogers told the council he is working on bids for paving.
City Attorney David Mecklin – He told the council the only thing he had was property acquisition and this could be discussed in an executive session.
1. City Playground
Mayor Rogers read from a prepared statement that detailed what items had been completed on the playground and what items still remained.
Councilman Jiles mentioned the ashtrays at or near the playground. He suggested either have a designated smoking area or not allow smoking at all in the playground vicinity.
1. Cuttin Crew Repairs
Councilman Jiles said the gutters needed to be put up in the back. The wooded porch/deck is beginning to rot from the rain water runoff.
Councilman Jiles mentioned someone had told him it was nice to see a council that gets along and tries to get something accomplished.
Mayor Rogers told the council he has several projects he is working on and will bring to the council.
Mayor Rogers told the council he would like to go into executive session to discuss land acquisition. Councilman Jiles made the motion. It was seconded by Councilman Hayes. The vote to approve the motion was unanimous.
Councilman Jiles made a motion, seconded by Councilman Hayes, to re-enter the regular session. The vote to approve the motion was unanimous.
Mayor Rogers said the council discussed land acquisition and authorized the mayor to sign a contract to have the property appraised.
There was no further business to conduct and Councilman Jiles made a motion, seconded by Councilman Almond, to adjourn. The vote was unanimous.
