Heard BOC Work Session Minutes (03/27/14)


MARCH 27, 2014 – 5:30 P.M.

The Heard County Board of Commissioners held a work session on March 27, 2014 at 5:30 p.m. in the courtroom of the Heard County Courthouse, to discuss road projects and other matters.

In attendance at the meeting were Chairman Lee Boone, District 1 Commissioner Larry Hooks, District 2 Commissioner Jacob Cammon, District 3 Commissioner Gwen Caldwell, District 4 Commissioner Frank Crook, District 5 Commissioner Sandi Allen and County Attorney, Jerry Ann Conner.

Chairman Boone called the meeting to order and welcomed everyone present.

Agenda Item # 1 – Road Projects – Public Works Director, Darold Wiggins

 Public Works Director, Darold Wiggins stated that he received bids on the three road projects. The bids were as follows:

1st Project – Resurfacing – Armstrong Mill Road from U.S. Hwy. 27 to Notnomis Road – Received two bids:Baldwin Paving-$495,952.99

C.W. Matthews-$371,778.50

Mr. Wiggins recommended accepting the low bid from C.W. Matthews at $371,778.50.

2nd Project – Surface Treatment – Multiple Roads: Billy Smith Road – U.S. Hwy. 100 to EOP;

Ferry Road – Joe Stephens Road to EOP; Butler Road – Victory Road to Glenn Road; Wehadkee Road – SR 34 to County line; Victory Road – Whitley O’Neal Road to Zachary Road –

Received one bid:Everett Dykes Grassing -$303,210.20

Mr. Wiggins recommended accepting the bid from Everett Dykes Grassing at $303,210.20.

3rd Project – Microsurfacing – Multiple Roads: South River Road – Doc Fisher Road to EOP; Caney Head Road – Roosterville Road to EOP; Antioch Road – Roosterville Road to Hwy. 100 –

Received one bid:Hudson Construction -$461,485.60

Mr. Wiggins recommended accepting the bid from Hudson Construction at $461,485.60.

Commissioner Cammon asked Mr. Wiggins why we only received one bid on two of the projects. Mr. Wiggins stated he did not know. That he did talk to several contractors and sent an invitation to bid to them; but no one else responded.

Commissioner Allen thanked Mr. Wiggins and Project Manager, Kevin Hamby for their good work on the bid packages for these projects. Mr. Wiggins thanked the Board for allowing him to try different types of paving on the county roads. He stated this allows him to repair and/or resurface more roads than in the past.

Agenda Item # 2 – Rusty Clark, 3129 Notnomis Road, Franklin, Georgia 30217

Mr. Rusty Clark owner of Russom Trucking discussed with the Board possibly renting the old bus barn from the County pending a contract he has bid on with Franklin Aluminum for reconditioning automotive parts. He explained that he did speak to the Heard County Development Authority about possibly building a permanent structure within the next 6 to 9 months but for now he needs a temporary building. After further discussion, the Board agreed that they can provide Mr. Clark with a short-term lease for this building. Project Manager, Kevin Hamby stated he would verify the square footage of the building before the Board sets a rental rate but he would recommend $4.00 a square foot based on the current market.

Agenda Item # 3 – SPLOST Collections

Project Manager/SPLOST Manager, Kevin Hamby stated that the SPLOST collections for March were $252,749.15. He stated the current SPLOST program is 16% behind the projections for this SPLOST.

Agenda Item # 4 – Pavilion at Glover Road

Chairman Boone stated that he spoke with Dinah Rowe, Heard County 4-H agent and they discussed constructing an open pavilion on the old tennis court area at the old Glover Road recreation facility. He stated that he would like to have Mr. Hamby go ahead and work on a request for proposal (RFP) for this project. Mr. Cammon asked if we could write the RFP with a request to quote both metal supports and pressure treated supports. All agreed to proceed with the request.

There being no further business, the Board adjourned the work session and went into the regular commissioners meeting.
