School Board Meeting Minutes (January)

The Heard County Board of Education met in a regular meeting on January 10, 2012 at 7:00 p.m. at the Central Office in Franklin. Present were Chairman Morris Long, Vice Chairman Roger Harrod, Mike Crockett, Tim Holtzclaw and Superintendent Jerry Prince.

I. Mr. Long called the meeting to order and Mr. Harrod gave the invocation.

II. Mr. Crockett moved to adopt the agenda. The Second was by Mr. Holtzclaw. Unanimous. See attachment book for agenda.

III. Organization of the Board for 2012

Roger Harrod was named the 2012 School Board Chairman at the January 10 meeting

A. Mr. Long moved to appoint Mr. Harrod as chairman. The Second was by Mr. Crockett. Unanimous.
B. Mr. Harrod moved to appoint Mr. Holtzclaw as vice chairman. The Second was by Mr. Long. Unanimous.
C. Mr. Crockett moved to set the date, time, and meeting place as proposed. The Second was by Mr. Holtzclaw. Unanimous. See attachment book for meeting schedule.

IV. Mr. Holtzclaw moved to approve the minutes of the December 13, 2011 Meeting. The Second was by Mr. Harrod. Unanimous.

V. There was no public participation.

VI. Special Recognition

A. Mr. Roberts, Heard Middle School Principal, recognized Heard Middle band director Mrs. Barnard and students who attended the recent Troy University Southeastern Middle School Band Competition. Students Tyler Camp, Brennon Meacham, Lilly Scott, Ashlyn Garrett, Hannah Rogers, Kinley Cantrell and Jacob Bishop were able to compete and perform with students from 64 schools throughout the southeast at this recent event. The Board expressed appreciation for the students’ superb representation of the Heard County School System.

VII. Mr. Prince, Mr. Kay, Dr. Cole, and Mrs. Rayfield presented a report on school improvement efforts to date this school year.

They reviewed work on benchmark assessments and improving instructional programs at all levels K-12. Mr. Kay summarized work at the high school and shared results from the recent GHSWT and EOCT administrations. Mr. Kay summarized work at the middle school on implementing benchmarks in Math and Science classes and shared results from recent benchmark administrations. Dr. Cole summarized work at the elementary schools on implementing math screeners and shared results from recent GRASP Math screener results. Dr. Cole reviewed work from the first semester in improving instruction in K-3rd Grade reading and summarized plans for additional work 2nd semester. Mrs. Rayfield reviewed implementation of the Orton-Gillingham method in reading support classes from K-12th grade. Principals answered questions and discussed information from their schools with Board members.

VIII. Superintendents Reports

A. Financial

1. Mr. Prince reviewed current financial statements, activity in Debt Service account, SPLOST fund expenditures, and grant funds. Mr. Prince reviewed fund balances in system accounts and SPLOST revenue. Upon Mr. Prince’s recommendation, Mr. Holtzclaw moved to approve the financial report as presented. The Second was by Mr. Harrod. Unanimous. See attachment book for report.
2. Upon Mr. Prince’s recommendation, Mr. Holtzclaw moved to approve expenditure of remaining QSCB funds to purchase equipment for the construction and automotive vocational programs. The Second was by Mr. Harrod. Unanimous.

B. Mr. Prince presented a maintenance report.

C. Mr. Prince discussed plans for the 2012 Annual BOE Retreat to be held February 3rd and 4th at Dolce in Peachtree City.

D. Mr. Prince reminded the Board of the 46th Annual development Authority/Chamber of Commerce Dinner to be held January 27th at 6:00 p.m. at Heard Middle School Gym.

IX. Items for Approval.

A. Mr. Harrod moved to approve additional 2011-2012 school fund-raisers as presented. The Second was by Mr. Holtzclaw. Unanimous. See attachment book for report.
B. After discussion the Board decided to postpone reimbursement of general fund from the SPLOST collection account.

X. Personnel. See attachment book for recommendations.

A. Upon Mr. Prince’s recommendation, Mr. Holtzclaw moved to approve Connie Cook for a non-certified position. The Second was by Mr. Crockett. Unanimous.

XI. The Board postponed the Superintendent’s evaluation to a later date. Mr. Long moved to approve a contract for Mr. Prince as Superintendent for January 1, 2012 to December 31, 2012. The Second was by Mr. Holtzclaw. Unanimous.

XII. The meeting was adjourned on a motion by Mr. Holtzclaw and Second by Mr. Crockett. Unanimous.

 

The Heard County Board of Education met in a regular meeting on January 24, 2012 at 7:00 p.m. at the Central Office in Franklin. Present were Chairman Roger Harrod, Vice Chairman Tim Holtzclaw, Mike Crockett, Morris Long and Superintendent Jerry Prince.

I. Mr. Harrod called the meeting to order and Mr. Holtzclaw gave the invocation.

II. Mr. Crockett moved to adopt the agenda. The Second was by Mr. Long. Unanimous. See attachment book for agenda.

III. Topics for Discussion

A. Mr. Prince updated the Board the investigation of options for electronically retaining student permanent education records.

B. Mr. Prince updated the Board on the local act providing for election of BOE members.

C. The Board discussed possible retreat agenda topics. See attachment book.

IV. Items for Approval.

A. Mr. Holtzclaw moved to approve equipment purchases for Heard High from QSCB funds. The Second was by Mr. Crockett. Unanimous. See attachment book for report.

B. Mr. Holtzclaw moved to approve the purchase of a maintenance truck from Series 2010B Bonds. The Second was by Mr. Harrod. Unanimous.

C. Mr. Crockett moved to approve the purchase of a tool box system for the maintenance truck from Series 2010B Bonds. The Second was by Mr. Long. Unanimous.

V. Personnel. See attachment book for recommendations.

A. Upon Mr. Prince’s recommendation, Mr. Crockett moved to approve the resignations of Nancy Heard and Tina Hutson from certified positions effective at the end of the 2011-2012 school year. The Second was by Mr. Holtzclaw. Unanimous.

B. Upon Mr. Prince’s recommendation, Mr. Long moved to approve the transfer of Angie Mock from a paraprofessional non-certified position to a clerk non-certified position. The Second was by Mr. Crockett. Unanimous.

VI. The Board completed the Superintendent’s Evaluation.

VII. The meeting was adjourned on a motion by Mr. Crockett and Second by Mr. Long. Unanimous.

 

HEARD COUNTY SCHOOL SYSTEM Board Of Education Meeting Dates For 2012

The Heard County Board of Education met on January 10, 2012, and set the following dates for their meetings. All regular meetings will be held at the Central Office located at 131 East Court Square in Franklin at 7:00 p.m. with the exception of the meetings notated below to be held at individual schools. Dates and times for special called meetings will be posted 24 hours prior to the meetings.
