MAYOR & COUNCIL MEETING

The Mayor and Council of the City of Franklin, Georgia, met in regular session Thursday November 7, 2019 at City Hall at 6:30 p.m. All Councilmembers, except for Councilmember Jiles, were in attendance.

Mayor Rogers began the meeting by welcoming everyone in attendance then gave the invocation. Councilmember Almond lead the pledge to the flag.

MINUTES OF Council Meeting October 3, 2019

Councilmember Bradfield made a motion to approve the minutes, seconded by Councilmember Hayes. The vote to approve the motion was unanimous.

APPROVE THE ORDER OF THE AGENDA

Councilmember Hayes made a motion to approve the order of the agenda, seconded by Councilmember Almond. The vote to approve the motion was unanimous.

DEPARTMENT REPORTS:

Finance – Finance Officer, Karen Boyd, spoke on the following report:

  • All accounts have been reconciled to the bank. General fund expenses exceeded revenues by $98,605 for October and $83,815 for the year. 

  • Sales tax increased $372 from last month and decreased $8,338 from October last year. SPLOST decreased $6,201 from last month and $8,624 from September last year. 

  • Property tax and business license payments arrived as budgeted last month and we will end the year nicely if this trend continues the next two months. October revenues were budgeted higher than usual in anticipation of our annual insurance premium. This year the premium was $75,145 which was $4,043 more than last year.

Police Department – Chief Hannah updated the Council on the success of the 11th Annual Trunk or Treat event and was pleased with the way the community came together to provide a safe event for children. 

Street Department – Mayor Rogers updated the Council that there was nothing to report.

City Attorney – Attorney Mecklin was not in attendance and there was nothing to report. 

UNFINISHED BUSINESS:  

  • Franklin Farmers Market – Mr. Roy Swett informed the Council that he had obtained the paperwork for the successful filing of Franklin Farmers Market LLC. He is still working on getting the umbrella insurance coverage for the Farmers Market. Councilmember Almond made a motion to extend the temporary approval of the Farmers Market that was given at the previous Council meeting until January 1st, seconded Councilmember Bradfield. The vote to approve the motion was unanimous.

NEW BUSINESS:

  • 2020 Budget – Council discussed the proposed 2020 Budget. Councilmember Hayes made a motion to advertise the proposed 2020 Budget, seconded by Councilmember Almond. The vote to approve the motion was unanimous.

PUBLIC COMMENTS:  NONE

EXECUTIVE SESSION:  Councilmember Bradfield made a motion to enter into executive session to discuss land development, seconded by Councilmember Hayes. The vote to approve the motion was unanimous. Councilmember Hayes made a motion to enter back into regular session, seconded by Councilmember Putzek. The vote to approve the motion was unanimous. Mayor Rogers stated that no action was taken during executive session.  

COUNCIL COMMENTS:  Councilmember Hayes asked what was estimated to be left in SPLOST IV after remaining expenditures were paid which prompted discussion on upcoming City needs using SPLOST IV and V. 

MAYOR COMMENTS:  Mayor Rogers has been staying on top of the CDBG project that was supposed to be completed by October 25th and had he been told that South River Road should be opened this week. 

ADJOURN:  There was no further business to conduct and Councilmember Almond made a motion, seconded by Councilmember Bradfield, to adjourn. The vote to approve the motion was unanimous. The meeting closed at 6:55 PM.
