Franklin resident jailed on child pornography charges

(Franklin, GA) — A local man is facing child pornography charges following an investigation by Homeland Security Investigations (HSI) in conjunction with the Franklin Police Department.

Authorities executed a search warrant just before 7:00 AM on Wednesday, March 5, 2019 at a rental home located at 2176 Franklin Parkway right next door to the Hardee’s restaurant.

Following the seizure of several electronic devices, 25-year-old Germain Kirk Anthony McDaniel, II was taken into custody and charged with one count of Computer Child Pornography and one count of Computer Child Exploitation.

The investigation is ongoing and further charges may be pending.

According to a report by Franklin Police Chief Kevin Hannah the charges did not involve any physical victims.

McDaniel is the third person to be arrested on Child Pornography charges in Heard County since December of 2018. He had been renting the home on Franklin Parkway for about 15 months. As of Friday morning he is still in the Heard County jail.

HSI is part of the federal Department of Homeland Security, which was formed in 2002 as a result of the 9/11 terror attacks on the United States. HSI has its roots in the Immigration and Customs Enforcement (ICE) Office of Investigations.

The agency focuses on a number of issues that affect national security, including transnational gangs, cybercrime (including the distribution of child pornography), human smuggling, intellectual property theft, human rights violations, narcotics and weapons smuggling, illegal immigration and document and benefit fraud.
