Three locals arrested in burglary, arson case

(Franklin, GA) — A total of three people are behind bars tonight and facing numerous charges in relation to a large theft at a local business late last year.

According to a report Tuesday evening by investigator Lt. Tino Brooks of the Franklin Police Department, the arrests are all related to the arson of a vehicle and a burglary that took place in November of last year.

During the early morning hours of Sunday, November 17, 2019 a 2008 Freightliner Sprinter box van was located on Lipham Road.

The van had been completely burned out.

A burglary was reported later the same day at 12795 Georgia Highway 34 East inside the city limits of Franklin.

The building is occupied by three separate business: D&G Mechanical, Rivers Edge and Rite Made Fabrications.

Arrested in the case were 34-year-old Clint Teal, 33-year-old Rick Heard, and 26-year-old Kendra Heard.

All three are residents of Heard County.

Each of the three is facing a long list of initial charges including Burglary, Arson, Theft By Taking Motor Vehicle, Theft By Taking, and Conspiracy to Commit Theft.

Teal was arrested at his workplace by the Roanoke Police Department today and is being held in the Randolph County jail awaiting extradition to Georgia.

Rick and Kendra Heard were both taken into custody by local authorities today and are being held at the Heard County jail.

Lt. Brooks estimates the amount of stolen property at about $150,000, but believes it unlikely that most will ever be recovered.

In addition to the stolen delivery van, other items taken included specialty tools, equipment, and a server.

Reports indicate that Clint Teal was an employee at one of the businesses at the time of the theft, but left the company a few weeks after the alleged burglary.
