Franklin City Council Meeting Notes (01/07/21)

(Franklin, GA) — The Franklin City Council met Thursday in the Joel W. Rogers Courtroom at City Hall for its January meeting.

Those in attendance were, Mayor Kevin Hayes, City Council members Charles Israel, Cindy Putzek, Bo Almond, and Alane Bradfield along with City Clerk Karen Boyd.

Councilmen Almond gave the Invocation and led the Pledge of Allegiance. Minutes from the December 3, 2020 meeting were approved as written.

Mayor Hayes amended the agenda to include three additional items under new business: An appointment to the Three Rivers board, budget for the ongoing police department renovations, and an elections agreement with Heard County.

In unfinished business, the council unanimously (4-0) approved three items involving the budget from both 2020 and 2021.

In new business, the council voted 4-0 to unanimously approved the 2021 GCIC Applicant Privacy Rights Notification Policy, the 2021 Drug and Education Fund and Special Events Fund Budgets, and the 2020 amended budget.

Next, the council approved (4-0) the reappointment of Kathy Knowles as the public member of the Three Rivers Board.

After a discussion about ongoing renovations at the City Police Department, the council unanimously approved raising the budget from $300,000 to $310,00 citing increased material costs and other factors.

Mayor Hayes stated he expects the project will still come in under the $310K budget.

Finally, the council approved an agreement (4-0) with Heard County to save costs by having the upcoming city council seat special election in conjunction with the county’s SPLOST vote on March 16.

There were no public comments or executive session. During Mayoral comments, Hayes advised the council that some maintenance work may be needed soon at the Franklin Community Center.
