Heard BOC approves budget, discusses Old Jail

(Franklin, GA) — The Heard County Board of Commissioners met for its July meeting Tuesday night at the Heard County Administration Building in Franklin.

In attendance were Chairman Lee Boone, District 1 Commissioner Larry Hooks, District 3 Commissioner Gwen Caldwell, District 4 Commissioner Larry Hammond, and District 5 Commissioner David Walls.

The District 2 seat is currently vacant pending the outcome of the special election.

The meeting began with members of the James Stewart Chapter, NSDAR, presenting the DAR Distinguished Citizen Medal to Sheriff Ross Henry.

Following the presentation of 20-year service awards to Lou Wakeman and Alan Head the board approved the minutes from the two previous meetings held on May 26 and June 9.

Chairman Boone next amended the agenda to add a discussion of the Old Jail and per request from Commissioner Gwen Caldwell a discussion about Windy Hill Road in District 3.

Under the first item of new business the board approved the 2020-2021 budget.

The board next approved the reappointment of Marcia Harper to the DFACS board and adopted a no smoking policy for the admin building.

Chairman Boone next discussed some needed exterior repairs at the Old Jail and the board approved the initial architectural fees, etc. for the project which will involve repairing old brick work on the historical building to prevent water infiltration.

The final item on the agenda involved the request of a property owner, Barry Huff, to close a small portion of Windy Hill Road between Fabiano Road and Mountain Laurel Road.

Huff addressed the board about the condition of the road and lack of a need for the use of it.

The board voted 4-0 to initiate the process of closure which will include the advertisement of a public hearing and notification to the adjacent property owners.

The next regular meeting of the BOC will be on July 28 at 6:30 PM.
